COLEF and the Woodrow Wilson Center for International Scholars asked me to write a policy brief on the status of the governmental institutions along the U.S.-Mexico Border. This essay will help in the preparation of a strategic plan that will be used to determine a long-term policy for the border. The plan will be presented at the Conference of Border Governors that will take place in Monterrey, Mexico in September of 2009
