Dr.
Khosrow Fatemi

Khosrow
Fatemi presently serves as the Dean of the SDSU East Campus
in Imperial Valley, California. He has agreed to serve as
the Principal Investigator of this dissemination effort
and as such is responsible for providing the in-kind resources
from his campus and for the oversight of the budget. Dr.
Fatemi holds both an MA and Ph.D. degrees in business management
and international relations respectively from the University
of Southern California. He came to us from the Texas A &
M University where he was Dean of the College of Business
Administration and the Graduate School of International
Trade and Business Administration. Dr. Fatemi is the author
of numerous articles in refereed journals and in trade and
business magazines. He has held academic appointments at
the professorial level. He is the highest-ranking academic
educational leader in Imperial Valley and as such has the
full authority to carry out this program.
The Principal Investigator (In-Kind @ 10%) is responsible
for the overall success of the program. All program staff
report to the Principal Investigator. He is fiscally responsible
for the disbursement of all funds in a timely and allowable
manner. He will make available space and equipment resources
available to house staff based on the SDSU East Campus site.

Dr.
Rosa Elena Moreno

Rosa Moreno –Co-Program
Director for the SDSU Imperial Valley Campus. Ms. Moreno
is completing her Masters Project at Holy Names College
and holds a B.A. from California State University, Northridge.
She is presently the Assistant Dean for Student Affairs
at the East Campus of SDSU in the Imperial Valley. In that
position she is the ideal person to oversee the day-to-day
activities for the implementation of the Imperial Valley
Dissemination Program. Rosa has a rich and varied background
in student services at institutions of higher education
in southern California. Her previous position was as Assistant
Academic Affairs Dean at Holy Names College where she coordinated
services for students with disabilities. Before that she
was the Director and Founder of multicultural services at
California Lutheran College in Thousand Oaks, California.
She has served as a counselor at the Talent Search Program
at California State University, Bakersfield.
The Co-Program Director (10% program year) from SDSU East
Campus is responsible for the day-to-day operation of the
program. She will supervise the Program Coordinator, the
Clerical Assistant, the Instructional Designer, and the
Fiscal Specialist.

Blaca

Blanca
M. Escobar recieved here Bachelor of Arts Degree in Diplomacy
and World Affairs with a Latin American Emphasis and her Masters
Degree in Teaching Liberal Studies with multi-cultural education
emphasis from Occidental College in Los Angeles, CA.
Under the direct supervision of the Co-Program Director, the
Coordinator is responsible for the coordination of all Literacy
program and Dissemination activities to ensure the effective
delivery of all program services. The Coordinator will be
responsible for the overall operating procedures of the Dissemination
services and activities and will coordinate the: Identification,
screening, and selection process of participants in cooperation
with school site personnel; needs assessments of program participants
in cooperation with the school site counselors; counseling,
tutoring, peer counseling, and instruction provided by the
program.
The Coordinator will also supervise day-to-day activities
of program staff; design training; recruit and train college
student advisors, and monitor tutor volunteers; maintain evaluation
procedures to assess the High School and Literacy program’s
progress toward meeting the stated goals and objectives; and
perform other duties as assigned by the Program Director.

Veronica
Parga

Veronica
Parga received her A.A Degree in Liberal Arts from Imperial
Valley College in Imperial, California and her B.A. Degree in
Liberal Arts from San Diego State University-Imperial Valley
Campus in Calexico, California. Veronica has worked at the SDSU-IV
Campus for five years now in various positions on campus: Work-Study
Assistant for Dept. of Student Affairs (Financial Aid Office);
Student Assistant in support of the Administrative Assistant
to the Assistant Dean for Student Affairs; Cal-SOAP Imperial
County, Administrative Assistant; and as a Foundation employee
with the TRIO Dissemination Partnership Program, Administrative
Assistant.
The Administrative Assistant:
•
Communications - Advises
the Co-Program Directors and/or Coordinator of all messages
and information received; handle day-to-day incoming and outgoing
correspondence; perform routine filing.
• Writing - Compose and submit for approval all routine
letters and correspondence; arrange for the publication and
distribution of all forms and announcements to staff and students.
• Materials, Supplies, and Equipment Management - Be
responsible for keeping an inventory and ordering and maintaining
equipment.
• Records and Data Management - Assist in the records
management of the entire program as set out in federal regulations,
including keeping current academic and fiscal records on each
student enrolled; review and update of records of former students..
• Program Logistics - Assist in the arrangement of all
services connected with the programs’ activities, field
trips, and other special events, including arrangements and
logistics of transportation, consultant services, space facilities
for meals and classes, reservations for retreats, health services,
and insurance for students.

Dr.
Cynthia Park

Cynthia
Darche Park serves the partnership as the Director of the
TRIO Dissemination program. She holds a Ph.D. in Educational
Psychology & Research from the University of Kansas. Dr.
Park is a tenured professor in the School of Teacher Education
at SDSU. She has directed the pre-college TRIO programs at
SDSU since 1993. Dr. Park presently is the Executive Director
of the Pre-College Institute (PCI) at SDSU which houses two
Upward Bound Programs, the Math/Science Regional Center which
includes an Upward Bound Math/Science Program and the Science
Enrichment Program funded by the National Cancer Institute,
and the Talent Search Program (since 1991). The PCI also partners
with the City Heights Pilot on a Gear Up proposal and the
College of Health & Human Services on a Health Careers
Opportunity Consortium. She is a co-principal investigator
for each of those grants. Dr. Park sits on the board of an
Economic Opportunity Center managed by Wahupa, a private nonprofit
educational agency. Dr. Park has been a trainer/consultant
for SAEOPP since 1992. Most recently she collaborated with
SAEOPP on a New Director’s Training for Upward Bound
Math/Science programs. Dr. Park conceptualized and first implemented
the SDSU Talent Search Service Learning Model in 1992. She
received the Steve Holman Award from the Western Association
of Educational Opportunity Personnel (WESTOP) in March 1999.
The Program Director (8% AY, 12 weeks in summer at 5%) leads
the conceptualization, planning and development of the program
team. The Program Director has experience dealing with complex
interpersonal relationships among people and institutions.
She is responsible for creating the vision for the program
and keeping all members of the partnership onboard throughout
the life of the program. She will select and direct program
consultants.

Rosalie
Lopez
Co-Program Director |

Rosalie
Lopez will serve the TRIO Dissemination Program as a Co-Program
Director. She will represent the IVC. Ms. Lopez has been
the Director of Upward Bound at IVC since 1983. She will
represent the IVC. Ms. Lopez is the current Program Director
of the Upward Bound Program at IVC. She is fully credentialed
to be an administrator, counselor, and an instructor in
the state of California. Ms. Lopez holds an M.A. in Counseling
from the University of San Diego. She presently is working
on an Ed.s. in Education Specialist from Northern Arizona
University. She is effective in personnel management and
has the ability to work with a variety of professional educators,
members of local agencies and advisory committees. She possesses
effective assessment and testing skills and has excellent
experience in Upward Bound management. She was recognized
with the Steve Holman Award for exemplary service and for
dedication to the disadvantaged youth of this country. This
prestigious award was made at the WESTOP conference and
is an honor given by her peers. Ms. Lopez will contribute
IVC’s Upward Bound Evaluation and Monitoring plan
to the dissemination effort.
The Co-Program Director (10% academic year) assists the
Director in ensuring that lines of communication remain
open among all partners. The Co-Program Director enriches
the vision of the program and is primarily responsible for
the dissemination of the evaluation, and academic record
keeping parts of the program.
