2009年，国家通讯部门调查，大多数人在打电话时从来或很少意识到话卡“费率”的问题，专家指出无论在哪个国家打国际长途都要注意“card Rate”的问题。
  首先要懂什么是“Card Rate”？即“费率”，它是怎样计算出来的？——即recharge（售价）/minutes（分钟数）=rate（费率）:也就是说，用买卡的钱/（除以）此卡提供的分钟数。弄清这个concept（概念）之后，那么我们在选长途卡时就要注意它的费率问题了。
  专家指出费率的高低表面上取决两个因素：一是charge,二是minutes；可是我们在选卡网站上往往会看到同样一张卡有两种不同的费率，一种较高，一种较低，这是为什么呢？其实这主要是于“toll free access number”以及“local access number”造成的，免费接入号（Toll free）与本地接入号(Local access)，免费接入号适用的范围较广，本地接入号仅适用某个区或某个城市，但是local access 不会承接长途费用，并且它明显的优势在于使卡提供更多的分钟数，这样同样的charge/(除以)不一样的minutes（分钟数）（当然）=不一样的Rate（费率）了，所以，如果你在一个地方比较固定的话，local access将是你不错的选择。
