Organization Constitution
Article 1: Name
The name of this organization shall be the Aztec College Republicans (hereby referred to as the "ACR").
Article 2: Purpose
The purpose of this organization shall be to promote the principles of the Republican Party among the students at San Diego State University; to provide a forum for discussion and growth within the Republican Party; to aid in various campaign processes at all levels of government to promote the election of Republican candidates; to develop strong leadership abilities and political skills among students as preparation for future service to the United States of America.
Article 3: Elected Officials
Section 1. The elected officers of the ACR shall serve as the Executive Committee, and shall be the President, Vice President, Secretary, Treasurer, and Public Relations Director.
Section 2. The President shall preside over the ACR meetings and all meetings of club officers; shall be a member on all standing and temporary committees; shall plan the activities of the ACR; and shall represent the ACR in official capacity.
Section 3. The Vice President shall preside in the absence of the President and shall carry out responsibilities as assigned by the President; shall be responsible for the attendance call at each meeting of the ACR; and shall be responsible for the organization and currency of the membership information.
Section 4. The Secretary shall take and prepare the minutes of all regular ACR meetings; shall prepare updated leadership changes with school and home addresses and phone numbers; and shall create any necessary newsletters to be distributed by the Public Relations Director, and on approval by the President.
Section 5. The Treasurer shall make financial reports at all regular ACR meetings; shall coordinate fund raising activities; shall prepare an ACR budget for the next academic semester; shall ensure compliance with all governmental laws and regulations governing club finances; shall receive and distribute ACR funds upon authorization of the President.
Section 6. The Public Relations Director shall be responsible for the creation and distribution of all advertisement meant to promote the better interest of the ACR, created with the Secretary and approved by the President.
Section 7. The Internet Coordinator shall maintain the ACR web-site, update meeting schedules, advertise upcoming events, and display information to promote the better interest of the ACR, created with the Public Relations Director and approved by the President.
Article 4: Regular Meetings
Section 1. The ACR shall hold regular meetings not less than once a month during the Spring and Fall academic semesters.
Section 2. Meetings shall be held at the call of the President, or upon the written and signed request of one quarter of ACR members in good standing, or by a majority vote of the members present at a regular meeting.
Article 5: Conventions
Section 1. The Executive Committee shall submit the proper information and fees for Credentials to the California College Republicans prior to the due date.
Section 2. The President and Vice President shall be automatic voting delegates to all State Conventions that the CCR is allowed to attend.
Section 3. The President shall be the official spokesman of the ACR in all Convention activities.
Section 4. All other voting delegate positions shall be filled by election of the ACR in the most appropriate manner available.
Section 5. The President shall announce the votes for the ACR on the Convention floor. The President must announce the tally of votes that are taken from the delegates. Under no circumstance may the President "block votes" or choose to announce only the votes that agree with the President's position on the vote under consideration.
Section 6. A two- thirds vote of the voting delegates at Convention shall find the President in violation of Section 5 and remove him/ her as the spokesperson for the ACR on the Convention Floor. The voting delegates shall then elect a new spokesperson by a simple majority vote. The new spokesman shall report this action immediately to the Chairman of the Convention.
Article 6: Impeachment of Officers
Section 1. Any member in good standing with the ACR may bring to the floor of any duly called meeting a call for the impeachment of any officer.
Section 2. Any officer may be impeached for failure to perform his prescribed duties properly and in good faith after being notified about the impeachment in writing at least one week prior to the meeting at which the impeachment will be considered. Any candidate for impeachment shall be given an opportunity to address the ACR prior to a vote. Upon a two- thirds vote of the entire membership an officer shall be removed from his/ her position. This vote shall be in the form of signatures obtained by the call for impeachment. The position shall remain vacant until the next regular meeting when an election shall be held to fill the position.
Article 7: Resolutions and Amendments
All members in good standing may propose amendments to this Constitution by presenting it to the President at least two weeks before the member intends to bring it to the floor. The President will bring the amendment to the floor and debate will begin in an organized matter. An amendment shall be adopted upon an affirmative vote by two- thirds of the entire membership confirmed by signatures. Upon passage, the Secretary will make the proper correction to the Constitution.
Article 8: Ratification and Effective Date
The Constitution shall become effective upon a two- thirds vote of the membership, in good standing, present at the meeting on October 27, 1999. A copy of this Constitution will be submitted to the NCFCR upon its passage. The date of passage is October 27, 1999 by a unanimous vote of the membership.
