Ethan A. Singer, Ph.D. is responsible for Academic Affairs’ $192M budget including an $87M faculty budget. He is designated by the President as the University’s Enrollment Planning Officer and has responsibility for overall university enrollment management, including the development of annual and multi-year university and college enrollment targets, undergraduate admissions modeling, and oversight of Enrollment Services (admissions, evaluations, registrar’s office, and student recruitment). In addition, he has direct oversight responsibility for Analytic Studies and Institutional Research and Instructional Technology Services, and coordinates Academic Affairs Information Technology. He is a member of the President’s Cabinet, the President’s Budget Advisory Committee, the President’s Enrollment Management Advisory Committee, the University’s Academic Program Review Panel, the Senate’s Academic Resources and Planning Committee, and the Campus Fee Advisory Committee.
Ethan Singer also serves as Special Assistant to the President for the City Heights K-12 Educational Collaborative and is charged with overall responsibility for the Collaborative. San Diego State University, through a contract with San Diego City Schools, has assumed administrative authority for three inner-city schools - Rosa Parks Elementary, Monroe Clark Middle, and Hoover High - with more than 5,000 inner-city students speaking more than thirty different languages. The principal goals of the Collaborative are to significantly enhance the learning, academic achievement, health and social development of the Collaborative’s Pre-K through 12 students. Every university division and college, including more than forty academic departments, has had direct involvement in this endeavor. Since the Collaborative’s inception in September 1998, the university has received well over $35M from Price Charities and an additional $25M in external grants and gifts to support this effort.
The Office of the Associate Vice President for Academic Affairs is responsible for the allocation of all Academic Affairs General Fund budgets, including faculty, staff, equipment and operating expense budgets, as well as Lottery and Faculty Grant and Contract Reimbursed budgets. Management of the Academic Affairs faculty budget includes: review of all faculty appointments for compliance with the Unit 3 Agreement, review and approval of faculty grant/contract appointments, and budgetary review of all new tenure/tenure track requests. In addition, the Office reviews and approves all staff personnel appointments.
