[Editor's Note: Dubai is one of a federation of seven emirates, which are sheikhdoms within the UAE.  Possessing one-tenth of the world's total oil reserves, United Arab Emirates has undergone rapid modernization and development since the discovery of petroleum there in the 1950s.  In Dubai, petroleum-based wealth has contributed to a development called The World Islands (see http://guide.theemiratesnetwork.com/living/dubai/the_world_islands.php), which is an archipelago of man-made islands shaped like the countries of the world.  Accordingly, Dubai has become both a strong tourist and real estate attraction, as indicated in the following essay, by Nadya Masharipova.  We include this essay because it illustrates how a country's rapid development can been facilitated by its low rate of crime, made possible, in this case, by the application of a combination of Shari'a and civil law. The essay shows how women can visit and work in Dubai while respecting Dubai's customs and laws.]

Tourism:

Located at the crossroads of Asia, Europe and Africa, Dubai is well positioned to attract tourists looking for somewhere new and different, a destination combining the traditions of the east with the comforts of the west.

One of the world’s leading inter-continental transit centers, Dubai is easily accessible. More than 135 airlines operate through the Dubai International Airport linking the emirate to 210 destinations worldwide with direct connections to the main cities worldwide. Dubai’s airport is modern and efficient; customs and immigration procedures are simple.

Dubai offers a wide choice of luxury modern accommodation in the city, on the beach or in the mountains. Occupancy rates are at an all time high, and are among the highest in the world. All of Dubai’s hotels are well equipped with modern facilities. They all offer excellent conference and meeting facilities, state-of-the-art telecommunications, fully equipped health clubs and facilities for a wide range of sports. Cuisine from around the world can be sampled at Dubai’s restaurants.

With a perfect winter climate, top class hotels, superb facilities for a variety of sports and leisure activities and excellent tax-free shopping, Dubai has something to offer to everyone. Moreover, the emirate is friendly, safe and has a very low rate of recorded crime.

Sunshine, shopping, seaside, sports and safety - five of the key ingredients that have earned Dubai a growing reputation as one of the world's most attractive and rapidly developing leisure destinations.

A variety of standard or tailor-made tours are available, lasting from one or two hours to several days. There are city tours (general, shopping, heritage etc.), excursions to the desert, through the wadis (dried up river beds), to the starkly beautiful Hajar Mountains and to the sandy beaches of the East Coast on the waters of the Indian Ocean. There are helicopter, boat and dhow tours also offered; special interest tours include fishing, golf, archaeology and bird watching.

The highlight of any holiday in Dubai is the adventure of tackling the Arabian desert. Safaris, dune and wadi driving are popular; and sand skiing from the high dunes is the latest desert sport. A moonlit Arabian barbecue in the desert, complete with traditional entertainment and belly dancer makes for many memories, while the high-speed and boisterous camel races must not be missed.

Those looking for a relaxed holiday will enjoy swimming and soaking in the sun by the poolside or on Dubai’s miles of clean, un-crowded sandy beaches.

The energetic visitor will discover a choice of superb water-sports - sailing, fishing, windsurfing, water-skiing, scuba diving and snorkeling. On land, visitors can play golf on championship grass golf courses designed by famous architects and international golf stars.

For the sporting spectator, a full calendar of top class international events - golf, horse racing, rallying, powerboat racing, rugby and snooker - makes Dubai the sports capital of the Middle East.

Year-round sunshine, tax-free shopping, state-of the art hotels, numerous restaurants, exotic excursions and nearly crime-free environment in Dubai attracts nine million people per year, and expected to rise to 15 million by 2015.

With dozens of airlines already providing daily non-stop flights to Dubai (including major US cities like New York, Los Angeles, San Francisco, Houston and Atlanta), Dubai is on its way of becoming number one tourist destination place in the world.

Real Estate:

Dubai represents some of the most outstanding and unbelievable mega projects on the planet. From a desert oasis to an international metropolis - Dubai has every right to be dubbed the Gulf's most exciting city. The emirate is currently engaged in a multi-billion dollar building phase, which will transform its skyline, add hundreds of kilometers to its beachfront and push development way out into the desert.

Dubai’s government’s chase of the perfection has left the world amazed. It is the biggest construction site in the world, with two thirds of the world’s cranes parked on Dubai’s construction sites. Dubai leads the race for building the “tallest, the most beautiful and the most outrageous” real estate projects in the world.

Dubai has created the “impossible."  Only here you can see the ski resort inside of the shopping mall, aquarium with sharks in the shopping center, rotating buildings, hotels under water, villas in the water, and buy an island or a villa on the "island of the “World."  Before one outrageous project is completed, another local developer announces the plans to build something even more outrageous. So truly, the competition is no longer with the world, however between the local developers within the country.

Dubai has caught the attention of a lot of foreign investors in the past years, and ever since the credit crisis hit the real estate markets in the US and Europe, combined with the government incentives for the foreign investments, such as allowing foreign nationals to purchase freehold real estate in Dubai and other emirates of UAE, Dubai has never looked more attractive to foreign investors.

With major real estate developments selling out in less than a week, and properties appreciating at astronomical speed, it is hard not to consider Dubai as a place for investment. Dubai has proved to be the leader in real estate development and has no intention of slowing down and continues its vision of becoming number one real estate market in the world!

Women In Business:

While Dubai and UAE as a whole are much less conservative than neighboring Middle Eastern countries, the region is still a very different work place for women than that of the US or western countries.

Being exposed to Dubai’s culture for over 10 years, and having actively working in Dubai for the past three years, I have learned a few things about the culture as a working woman in Dubai.

While a woman gets a lot of respect in the UAE, and is treated with utmost care, the working demographic is a bit different from that women may experience in other developed nations. There are a few things a woman should keep in mind while working in Dubai

It takes some time to establish a business relationship with the local businesses or business associates for women. While your reputation and resume might speak for yourself, you still have to establish your credibility. While eye contact will be almost non-existent and it looks like they are not listening to you, and looking at your male associate instead--do not be offended. It is a cultural tradition to be more open with men and be more reserved with women. Your ideas are being heard, and after a few meetings, male associates start paying more attention to you, as you become part of the “in circle.”  Once you established trust and credibility, you can voice your opinions more openly.

A few simple suggestions . . . While meeting a new male business associate, please refrain from shaking hands. While hand shaking is a common practice for men, it is not something that women do. When meeting someone for the first time, greet them politely, but do not reach your hand out, because they will feel obligated to shake it, as not to offend you. If someone wants to shake your hand, they will reach out to you first.

Do not act or speak too aggressively. While women are looked upon as equals in the working space, it is still best to be more reserved and speak in lower tones. The business atmosphere in UAE is generally more relaxed and friendly than it is in many other countries.

Dress appropriately. While this is the country that is very accepting of other cultures and traditions, it is important to respect UAE’s culture as well. While foreign women do not have to wear Abaya--the long black gown--women should still refrain from wearing anything too revealing, especially in the work place. Wearing conservative business suits, and shirts with long sleeves, is probably the best option.

While the differences are present, it is a wonderful country to do business in. No matter what the outside world says, the women here are treated with more respect and care than in many other countries.
