10) Do the benefits of consumer protection laws outweigh the costs associated with frivolous lawsuits? Why or why not? What makes a lawsuit “frivolous?” And, what leads to frivolous lawsuits?
11) Should a patient who signs a clearly worded “waiver of liability” nevertheless have a right to sue after becoming permanently harmed as a result of a surgical procedure?
