Technology and economics are converging and a new world order based on the power of information as wealth, and information technology as the tools of wealth creation are emerging. No state or nation is so uniquely positioned to play a leadership role in the new global information economy as California. But this is not a field of dreams, global leadership is not guaranteed. California will have to reinvent itself, as do all institutions, private and public, in order to survive the dramatic changes taking place. The re-birth and renewal of the State through the development of "smart communities" is an innovative and uniquely Califonia solution. This conference embarks on a vital and time-sensitive discussion of who we are and what we can be. If we are successful, California will not only survive but succeed beyond our wildest expectations.
