California in the Information Economy:
The Role of Smart Communities

|
Senate Bill 1 at Governor Wilson's urging and
support, created a new Department of Information Technology
headed by a Chief Information Officer for the State of
California. John Thomas Flynn is the State's first CIO.
Senate Bill 1 also created a California Commission on
Information Technology to help the CIO, and in turn the
State, fashion its agenda and provide the kind of
private/public partnerships so necessary to success and
survival in a global information economy. John M. Eger. of
SDSU is the first Commission Chairman. Together, DOIT and
the Commission are recognizing the leadership shown in
communities throughout the State.

Kevin Starr, State Librarian of California,
historian and author of no less than thirteen books on
California, speaks with authority on the DNA of cities.
California is made up of a lot of interesting cities, some
quite different from others. But is there a DNA to
California? Is this the place for the explorer, the
entrepreneur, the dreamer? And importantly are dreams what
California is about? If so, how do we move those dreams to
reality?

|

The Internet is a revolution. Netscape
Communications is the revolutionary. Now the fundamental
economics of the existing telecommunications industry in the
U.S., indeed worldwide, is being transformed. Importantly,
because telecommunications touches every aspect of the way
we live and work, our world is likewise undergoing a major
transformation. Cities of the Future will be cities that
understand the fundamentals of this Internet Imperative.

The Information Age, born of a convergence of technology and
economics, has flattened our world and in the process
changed the existing relationships between government and
business, between state and municipalities, between the
state and the federal government. It has been suggested that
a new federalism and a new state/local partnership is
necessary to move us forward into the new millennium. How
can the State, with its tremendous assets, mobilize itself
and develop such a partnership with state and local
municipalities to allow those governments closest to the
people to use technology to provide health care, education
and government itself, and in the process enhance our trade
and economic interests?
