PREAMBLE:

The name of this organization shall be the Cambodian Student Association (CSA) of San Diego State University. The CSA is a nonprofit organization that serves the following purposes: promoting Cambodian culture, consolidating Cambodian and other students, and providing guidance and direction to new club members to the university's environment. The CSA operates as an independent organization, that is, not affiliated with any CSA elsewhere. Furthermore, the CSA does not represent any political or religious ideologies both on/off campus.
ARTICLE I NAME:
The name of this organization shall be: Cambodian Student Association of San Diego State University.
ARTICLE II PURPOSE:
The CSA serves the purpose of promoting Cambodian culture, consolidating Cambodian and other students, and providing guidance and direction to new members to the university's environment.
ARTICLE III MEMBERSHIP:
Membership to CSA is open to all regularly enrolled SDSU students, alumni of SDSU, and members of the community who have general interest in the goals of the CSA. Membership is not restrictive on the bases of: race, sex, color, age, religion, national origin, marital status, sexual orientation, physical or mental handicap, ancestry or medical condition, except as explicitly exempted in federal law. Club members either classified as voting rights or non-voting rights members.
    Section 1: Voting Rights Members
      Voting rights members are extended to all regularly enrolled SDSU students.
    Section 2: Non-Voting Rights Members
      Non-Voting rights members are alumni of SDSU and members of the community.
ARTICLE IV OFFICERS:
The operating structure of the CSA consist of: President, Vice-President, Secretary, Treasurer, and Public Relations Officers. All officers position must be elected by majority vote of at least 60%. Any ex-officers, however, may play advisory roles in the structure of the CSA.
    Section 1: Qualifications
      All qualified officers must be regularly enrolled SDSU students with a minimum of 8 or more credit hours.
    Section 2: Election General
      election will be held at the end of each Spring term. All Candidates must meet the requirement described in Article IV, Section 1. Voting shall take place starting with the presidency down to public relations officers' position. Each candidate may cast one vote for himself or herself. Should a tie between candidates occur, the candidates are to vote again in a tie-breaker. Newly elected officers must assume their respective positions in the following week.
    Section 3: Term of Office
      No officers may be nominated, run or hold any of the positions for more than two consecutive years. If any of the positions is vacated, a special election will be held within one week.
ARTICLE V MEETING:
The general CSA meetings are open to all interested students and the community. Voting rights members are required to attend at least one meeting per term. Non-voting rights members are not required to attend but are encouraged to do so.
    Section 1: Frequency of Meetings
      The general group meetings will be held once per month for the academic year. In the event of inclement weather on the regular scheduled meeting, the meeting will be held the following week.
    Section 2: Mandatory or Emergency Meetings
      Mandatory or emergency meetings applied to voting rights members only, and will be called at the discretion of the officers.
    Section 3: Agendas
      Agendas for meetings shall be prepared by the officers and distributed to all the members at the time of the meetings.
    Section 4: Quorum
      A quorum of 1/3 of club members (voting rights members) must be present in order to transact business.
ARTICLE VI POWERS:
The CSA shall operate as a non-profit association and no profits may accrue to any individual within the organization. And, unless otherwise provided in these bylaws or the parliamentary authority, decisions of the CSA shall be made by a simple majority of those present and voting, with those abstaining from the vote not figuring into the determination of the majority required.
ARTICLE VII PARLIAMENTARY AUTHORITY:
The rules contained in the current edition of Robert's Rules of Order Newly Revised shall govern the organization in all cases in which they are applicable and in which they are not inconsistent with these bylaws and any special rules of order the organization may adopt.
ARTICLE VIII AMENDMENT OF BYLAWS:
The by-laws may be amended or adopted by a new constitution. Amendment to any articles of the constitution and by-laws must have majority vote of 2/3.
