（ 华盛顿 综合 电 ） 美国 总统 布什 前天 在 白宫 椭圆形 办公室 与 到访 的
中国 国家 副主席 胡锦涛 举行 了 30 多分 钟 的 会 谈 。 布什 说 他 对 中美 整体 关
系 感到 满意 ， 并 深信 中美 能够 解决 两国 在 台湾 和 人权 问题 上 的 分歧 。 可
是 ， 胡锦涛 当晚 在 另一 场合 公开 警告 ， 台湾 问题 如果 出现 麻烦 ， 中美关
系 可能 受损 。
胡锦涛 前天 较早 时在 五角大楼 会见 了 美国 国防部 长 拉 姆 斯菲尔 德 。
双方 在 两军 交往 问题 上达 成了 一些 共识 。 双方 商定 ， 将 采取措施 恢复 和
加强 两军 交往 与 合作 ， 为 胡锦涛 这次 访美 取得 唯一 的 实质 协议 。
拉 姆 斯菲尔 德 说 ， 美中 关系 十分重要 ， 双方 在 多个 领域 都 有着 良好
合作 。 美国 愿意 在 相互 平等 与 对等 的 基础上 恢复 两军 交流 。
胡锦涛 说 ， 中国 重视 发展 与 美国 的 关系 ， 中美 之间 存在 一些 分歧 ，
但 在 维护 亚太地区 和 世界 的 和平 与 稳定 等 方面 ， 拥有 广泛 的 共同 利益 。
两军 关系 是 中美关系 的 重要 组成部份 ， 中方 对 两军 开展 交流 与 合作 持 积
极 态度 。
胡锦涛 和 布什 会 谈时 强调 ， 台湾 问题 事 关中 国 的 主权 和 领土完整 ，
是 中美关系 中 最重要 、 最 敏感 的 核心 问题 。 台湾 问题 如 处理 不 好 ， 将 会
影响 两国关系 的 稳定 和 发展 。 中方 希望 美方 认真 恪守 一个 中国 政策 和 中
美 三个 联合公报 原则 ， 为 中国 实现 和平统一 发挥 建设性 的 作用 。

策 ， 遵守 美中 三个 联合公报 。 美方 的 这一 政策 立场 没有 改变 。
白宫 发言人 弗 莱 舍 说 ， 布什 告诉 胡锦涛 ， 他 对 中美关系 的 现状 感到
满意 。 双方 还 就 反 恐 、 农业 课题 、 台湾 问题 、 导弹 扩散 、 贸易 及 人权 等
问题 交换 了 意见 。
当晚 ， 胡锦涛 出席 美中 关系 全国 委员会 等 八个 团体 所设 的 晚宴 ， 在
演讲 中 强调 台湾 问题 。 他 说 ： “ 妥善处理 台湾 问题 是 增进 两国 建设 和 合
作 关系 的 关键 。 如果 台湾 问题 出现 任何 麻烦 ， 中美关系 就 很难 进一步 向
前 发展 ， 甚至 可能 出现 倒退 。 ”
胡锦涛 说 ， 向 台湾 出售 先进 武器 ， 提升 美 台 关系 ， 都 不符 合 美国 两
党 历届 政府 奉行 一个 中国 政策 的 承诺 ， 不利于 台海 地区 的 和平 与 稳定 ，
也 有 损 中美关系 和 两国 的 共同 利益 。
有 600 名 外交政策 权威人士 和 商界 领袖 出席 了 演讲会 。
胡锦涛 在 会上 还为 中国 的 人权 记录 辩护 。 他 说 ， 宗教 自由 在 中国 是
受 法律 保护 的 。 对于 像 中国 这样 一个 拥有 近 13 亿 人口 的 发展中国家 来
说 ， 在 如此 短暂 的 时间 内 ， 人权 状况 得到 如此 明显 的 改善 ， 并 不 是 一件
容易 的 事 。
在 胡锦涛 发表 演讲 的 酒店 外 ， 大约 100 名 示威者 高喊 口号 ， 挥舞 标
语 。 示威 的 人群 中 也 包括 法 轮 功 组织 的 成员 。 另外 100 人 则 站在 示威者
旁 ， 高举 欢迎 胡锦涛 访美 的 标语 。
胡锦涛 前天 也 会见 了 美国 总统 安全 事务 顾问 赖斯 和 前 顾问 斯考 克罗
夫 特 ， 世界银行 行长 沃 尔 芬 森 和 美国 贸易 代表 佐 利克 。
但 他 拒绝 接受 美国 众议员 提交 的 四份 要求 中国 释放 政治犯 的 抗议
书 。
众议院 民主党 女 党 督 佩 洛斯 说 ， 她 试图 在 胡锦涛 会见 众议院 领袖 时
向 他 递交 信件 。 信中 表达 了 对 被拘 留 和 监禁 的 中国人 的 深切 关注 。
佩 洛斯 说 ： “ 我 对 胡 副主席 拒绝 接受 信件 极为 失望 。 ”
