第一章 对 华 贸易

贸易 是 商品交换 的 过程 , 但 它 必须 通过 人和 人 的 接触 才能 进行 。 要 成功 地 和 一个 国家 进行 贸易 , 就 应该 首先 对那 个 国家 的 历史 背景 、 文化传统 、 社会制度 和风 俗 习惯 有所 了解 。 谈到 对 中国 的 贸易 , 由于 历史上 和政 治 上 的 原因 , 中国 一向 缺乏 和 西方 的 商业 联系 。 除了 在 文化传统 和 社会制度 的 区别 外 , 在 商业 的 作法 和 习惯上 也 和 西方 有所不同 。 因此 , 在 讨论 中国 对外贸易 的 各 专题 之前 , 有 必要 先 对 中国 的 社会 和 中国人 以及 中国 在 商业 上 的 习惯 , 做 一个 一般性 的 探讨 。

社会主义 制度

中华 人民共和国 是 一个 共产党 领导 的 社会主义 国家 。 经济 由 政府 统一 管理 。 工商业 的 管理人 员 都是 政府 的 官员 --- 在 中国 叫做 干部 。 所以 外国商人 到 中国 去 谈 生意 的时候 , 他的 对手 并不是 商人 , 而是 政府 外贸部 门 的 干部 。

作为 政府 的 经济管理 部门 , 中国 对外贸易 的 各种 组织 机构 不但 名目繁多 , 而且 层次 复杂 。 办起 事 来 应该 找 什么 人 , 问 什么 机构 , 都不 是 一下子 就能 摸清 的 。 而且 在做 决定 的时候 , 通常 要 通过 层层 请示 和 批准 , 不可能 很快 做出 来 。 因而 要同 中国 做生意 , 首先 必须 具备 中国 经济 制度 和政 府 系统 的 知识 , 在 建立 联系 和 交往 的 过程中 , 也 必须 有耐心 和 毅力 。

好客 的 中国人

同 中国 有过 交往 的 人 谈到 对 中国人 的 印象 时 , 总是 会 提到 中国人 的 客气 。 的确 , 中国人 是 一个 好客 和 有礼貌 的 民族 。 如果 你 有机 会 访问 中国 , 在 北京 或 上海 一下 飞机 就会 看到 ‘ 我们 的 朋友遍天下 ’ 的 招贴画 。 作为 一个 外国人 , 你 会被 称做 “ 外宾 ” , 在 吃 、 住 、 旅行 和 买东西 等 各方面 都 受到 优待 。 你的 中国 东道 会 安排 宴会 、 参观 、 游览 等 各种 节目 来 欢迎 你 。 使 你 感觉到 好像 去看 一个 老朋友 。

好客 的 中国人 又有 很强 的 自尊心 。 他们 非常 注意 别人 对 自己的 看法 和 态度 。 如果 一个 人 受到了 他们的 款待 , 没用 适当 的 表示 和 答谢 , 就会 引起 他们的 反感 。 所以 在 同 中国人 交往 中 , 注意 礼貌 是 十分重要 的 。

在 现代 汉语 中 , 表示 问候 、 感谢 和 告别 的 套语 没有 英语 那么 丰富 。 中国人 表示 礼貌 的 方法 主要 是 态度 上 的 谦虚 和 客气 , 以及 有来 有往 。 以 宴会 为例 。 如果 你的 中国 东道 为你 举行 宴会 , 就 应该 安排 回请 。 在 宴会 上 , 如果 有人 向 你 敬酒 , 也 应该 立刻 回敬 。

礼貌 也可 以 表现 在 对人 的 称呼 上 。 在 中国 , 对人 的 称呼 和 外国 有 很大 的 区别 。 平常 在 外国 惯用 的 “ 先生 ” 、 “ 夫人 ” , 在 中国 也可 以 听到 有人 用 , 但 意思 不完全 一样 。 “ 太太 ” 和 “ 小姐 ” 已不 再用 作对 人 的 称呼 了 。 中国 是 一个 尊长 敬老 的 社会 , 对 年纪 大 或 职位高 的 人 , 在 称呼 上 也 要 表示尊敬 。 按 中国 的 习惯 , 当 和 一位 年纪 大 的 人 打招呼 的时候 , 应该 称呼 “ 老人家 ” 。 对于 政府 的 干部 , 就 应该 用他 的 姓 加上 职位 来 称呼 , 如 : 李 部长 、 张 经理 等 。 对于 熟人 , 中年人 可以 称呼 “ 老张 ” 、 “ 老李 ” , 青年人 可以 称呼 “ 小张 ” 、 “ 小 李 ” 。

商业 上 的 习惯

除了 社会制度 和 传统 风俗 的 区别 外 , 中国 在 贸易 上 也 有 特别 的 做法 和 习惯 。 外国 公司 要同 中国 建立 商业 联系 , 一般 可以 通过 两个 渠道 。 一个 是 去 参加 在 广州 进行 的 “ 中国 出口商品 交易会 ” ; 另一个 是 直接 和 有关 的 外贸 公司 联系 。 不管 用 哪一种 方法 , 都 最好 有人 介绍 , 不然 建立 关系 的 过程 就会 用 较长 的 时间 。

同 中国 的 商业 联系 常以 接到 邀请 到 中国 去 访问 作为 开始 。 没有 邀请 就不能 得到 中国 大使馆 的 商业 旅行 签证 。 对 要同 中国 做生意 的 人 来说 , 到 中国 去 和 有关 的 人 见面 、 洽谈 是非 常 重要的 。 中国 一向 强调 贸易 和 友谊 的 结合 。 如果 经过 见面 和 洽谈 , 变成 了 他们的 “ 老朋友 ” , 贸易 活动 就会 进行 得 更 顺利 。

中国 是 一个 重情 理 不重 法律 的 社会 。 各种 法律 -- 特别 是 商业 法律 一向 不够 健全 。 中国 政府 总是 强调 用 友好 协商 的 方法 取得 协议 和解 决 争议 是 他们 在 对外贸易 上 的 基本 政策 。 这 就 更 突出 了 友谊 在 贸易 中的 重要 。

语言 问题

语言 是 人和 人之 间 交往 的 最 直接 的 工具 。 同 中国 做生意 懂 中文 是非 常 重要的 条件 。 在 中国 能说 英语 的 人 还不 多 , 政府 干部 中 懂 英语 的 更少 。 虽然 对应 邀 访问 中国 的 人 , 中国 东道 总会 安排 一位 翻译员 协助 , 但 在 洽谈 中 , 翻译员 不一定 能 百分之 一百 准确 地 转达 双方 的 意思 。

中国 是 一个 方言 复杂 的 国家 , 多数人 说的 普通话 都 带 一定 的 口音 。 学会 听 带有 口音 的 普通话 也 很重 要 。 虽然 在 外国 的 中文 教学 都 只 教 标准 的 普通话 , 但 只要 你 常 和 来自 不同 地区 的 中国人 接触 , 就 不难 听懂 不同 的 口音 。
