The Department of Child and Family Development is accepting
applications for its pool of part-time temporary lecturers. Part-time faculty
positions arise as a result of sabbatical or educational leaves, and retirements
of the full-time faculty. Positions may also arise as a result of overenrollment
in particular courses. The temporary appointment is generally for one course,
one semester only.
Minimum qualifications include: Doctorate desired, Masters degree
in Child Development will be considered. Some experience teaching at the
University level preferred or extensive professional experience in the field

SUBJECT: Implementation of Title 5 Regulations Pertaining to Child Development
Permits
The new Title 5 Regulations pertaining to Child Development Permits will
become effective on February 1, 1997. These new, permits were developed
with the advice of many experts in the field of early childhood education/child
development and are intended to provide flexibility in the initial requirements,
to provide multiple entry points to the permit, to address staffing needs
in child development centers, to create a bridge between regulations governing
staff in publicly funded programs and staff in privately funded programs,
and to aid in the professionalization of the field.
Effective 2-1-97, the Commission will issue Child Development Permits
instead of Children's Center Permits. All initial applications file
dated on or after 2-1-97, and all applications with no file date but received
by the Commission office on or after 2-1-97,will be evaluated under the
new regulations.
All permits issued under prior regulations will remain in effect
and will continue to authorize the service listed on the permit. Also, all
permits issued prior to 2-1-97 may be renewed according to the regulations
under which they were issued.
Effective filing date 3-1-97, the Commission will no longer issue
life permits to any holder of a permit authorizing service in a children's
center or child development program, even if we said we would on the permit
document.
This alert includes a description of the requirements taken from the
newly developed information leaflet pertaining to Child Development Permits,
a matrix of the Child D6velopment Permits, and a- comparison of prior requirements
with the new requirements. The text of the Title 5 Regulations will be mailed
later in Coded Correspondence 97-9703.
The Department of Education continues with its authority to issue waivers
for employment purposes when child development programs are unable to find
individuals with an appropriate permit. For information about waivers please

APPLICATION
Each applicant for a Child Development Permit shall file a completed
application which includes materials verifying course work and experience
appropriate to the permit level as described below.
All applicable course work must be completed with a grade of "C"
or better and unless specified, all course work and degrees must be completed
at a regionally accredited college or university.
When a Permit holder completes all of the requirements for a higher level
of the Child Development Permit within three years of the date of initial
issuance, he/she may submit an application for renewal and the Angolan unexpired
permit and pay half the current renewal fee.
All valid permits for service in a child care and development program
issued prior to the effective date of this section shall continue in force
and may be renewed as prescribed for each specific type of permit at the
time it was issued. Upon request of the applicant, permits issued under
prior regulations my be, evaluated for the appropriate permit level under
current regulations.
Individuals holding permits issued under prior regulations who did not
complete the renewal requirements specified for that type of permit may
re-apply under current regulations.

DEFINITIONS
- "Early childhood education/child development course work"
is course work from a regionally accredited institution of higher education
or an agency or institution approved by the California Commission on Teacher
Credentialing primarily related to children ages five years or younger.
Twenty-five percent of the course work may cover children ages five through
eight years of age.
- "Commission-approved non-college based training" is training
which occurs outside of a regionally accredited institution of higher education.
It must have been approved by the Commission to meet all or part of the
requirements for obtaining a Child Development Permit. Commission approved
non-college based training must meet criteria established by the Commission
in consultation with the Superintendent of Public Instruction in order
to be applicable toward the Permit. The Commission and the Department of
Education are currently working with a task force of early childhood education
professionals to determine an approval process for such courses.
- "Professional growth" is participation in activities that
contribute to a permit holder's competence, performance or effectiveness
in the early childhood profession. Such activities may include but are
not limited to college or university course work, conferences, workshops,
institutes, academies, symposia, and staff development programs.
- An "Aide" is an individual who cares for and assists in the
development and instruction of children. Aides are not required to hold
a permit issued by the Commission. (Individuals interested in serving as
aides in a Child Development Program should contact their employer, or
potential employer, for information about employment requirements.)
- "Adult supervision course work" is a course that helps Child
Development Permit candidates develop knowledge and skills for effective
communication with and supervision of adults.

AUTHORIZATION
The Child Development Assistant Permit authorizes the holder to care
for and assist in the development and instruction of children in a child
care and development program under the supervision of a Child Development
Permit (CDP) Associate Teacher, CDP Teacher, CDP Master Teacher, CDP Site
Supervisor, or CDP Program Director, or holders of equivalent permits issued
under previous regulations.
REQUIREMENTS

- Completion of six semester units of early childhood education or child
development course work
Option 2
- Completion of an accredited Home Economics and Related Occupations
(HERO) or Regional Occupation Program (ROP) in Child Development Related
Occupations.
TERM AND RENEWAL
The Child Development Assistant Permit is issued for five years and is
renewable for successive five-year periods. Renewal requires completion
of 105 hours of professional growth.

A Child Development Associate Teacher Permit authorizes the holder to
provide service in the care, development, and instruction of children in
a child care and development program, and supervise a Child Development
Assistant Permit holder.

- a) Completion of a minimum of twelve semester units of course work
in early childhood education/child development (exclusive of field work)
including at least one course in each of the following core areas:

care and development program, working at least three hours per day within
the last two years. (Experience may include paid and/or volunteer work.)

TERM AND RENEWAL
A Child Development Associate Teacher Permit is issued for five years
and may only be renewed once. in order to renew the Child Development Associate
Teacher Permit, the applicant must complete at least fifteen semester units
toward the Child Development Teacher Permit. At the end of the ten year
period, the applicant must meet all requirements for a Child Development
Teacher Permit.

service in the care, development, and instruction of children in a child

Assistant, and an aide. A Child Development Master Teacher Permit also authorizes
the holder to serve as a coordinator of curriculum and staff development
in a child care and development program.

- The Childrens Center Limited Instructional Permit level is incorporated
into the requirements for thenew Child Development Associate Permit.
- Issued, under new rgulations, for two, five-year periods.
- Must be up-graded after one renewal to the Child Development Teacher
Pemit. (15 sem. units are required for first and only renewal.)
- While the holder of the Children's Center Limited Imtructional Permit
could supervise aides and assistants, the holder of the Child Development
Associate Teacher Permit is authorized to supervise only assistant level
staff (those with at least 6 semester units of ECE/child development course
work).

- The requirements and authorizations of the old and new levels are relatively
the same.
- Completion of 15 semester units toward a bachelor's degree is not required
for renewal of theChild Development Teacher Permit as it was for the Children's
Center Instructional Permit.
- Professional growth activities (105 clock hours) are required for renewal
of the Child Development Permit.

Child Development Master Teacher Permit |
- New level of permit.
- Intended for those who choose to take a leadership position in curriculum
and staff development, but who wish to remain in the classroom rather than
move into administration.
- This permit level is optional and may be used at the discretion of
the employer.
- Professional growth activities (105 clock hours) are required for renewal
of the Child Development Permit.

| Children's Center Supervision Permit (Individuals who have been employed
as a site supervisor in a Child Development Program overseen by the Department
of Education under the alternative employment options found in Education
Code §8208(z) may need to take additional course work to qualify for
the Site Supervisor Permit.) |

- Intended to align with staffing practices for administrators of single
site programs.
