The Department of Child and Family Development is accepting applications for its pool of part-time temporary lecturers. Part-time faculty positions arise as a result of sabbatical or educational leaves, and retirements of the full-time faculty. Positions may also arise as a result of overenrollment in particular courses. The temporary appointment is generally for one course, one semester only.

Minimum qualifications include: Doctorate desired, Masters degree in Child Development will be considered. Some experience teaching at the University level preferred or extensive professional experience in the field or area of specialization.

CREDENTIAL INFORMATION ALERT

SUBJECT: Implementation of Title 5 Regulations Pertaining to Child Development Permits

The new Title 5 Regulations pertaining to Child Development Permits will become effective on February 1, 1997. These new, permits were developed with the advice of many experts in the field of early childhood education/child development and are intended to provide flexibility in the initial requirements, to provide multiple entry points to the permit, to address staffing needs in child development centers, to create a bridge between regulations governing staff in publicly funded programs and staff in privately funded programs, and to aid in the professionalization of the field.

Effective 2-1-97, the Commission will issue Child Development Permits instead of Children's Center Permits. All initial applications file dated on or after 2-1-97, and all applications with no file date but received by the Commission office on or after 2-1-97,will be evaluated under the new regulations.

All permits issued under prior regulations will remain in effect and will continue to authorize the service listed on the permit. Also, all permits issued prior to 2-1-97 may be renewed according to the regulations under which they were issued.

Effective filing date 3-1-97, the Commission will no longer issue life permits to any holder of a permit authorizing service in a children's center or child development program, even if we said we would on the permit document.

This alert includes a description of the requirements taken from the newly developed information leaflet pertaining to Child Development Permits, a matrix of the Child D6velopment Permits, and a- comparison of prior requirements with the new requirements. The text of the Title 5 Regulations will be mailed later in Coded Correspondence 97-9703.

The Department of Education continues with its authority to issue waivers for employment purposes when child development programs are unable to find individuals with an appropriate permit. For information about waivers please contact the Child Development Division at (916) 322-6233.

LEVELS OF THE CHILD DEVELOPMENT PERMIT

APPLICATION

Each applicant for a Child Development Permit shall file a completed application which includes materials verifying course work and experience appropriate to the permit level as described below.

All applicable course work must be completed with a grade of "C" or better and unless specified, all course work and degrees must be completed at a regionally accredited college or university.

When a Permit holder completes all of the requirements for a higher level of the Child Development Permit within three years of the date of initial issuance, he/she may submit an application for renewal and the Angolan unexpired permit and pay half the current renewal fee.

All valid permits for service in a child care and development program issued prior to the effective date of this section shall continue in force and may be renewed as prescribed for each specific type of permit at the time it was issued. Upon request of the applicant, permits issued under prior regulations my be, evaluated for the appropriate permit level under current regulations.

Individuals holding permits issued under prior regulations who did not complete the renewal requirements specified for that type of permit may re-apply under current regulations.

Experience must be verified by the applicants employer(s).

DEFINITIONS

CHILD DEVELOPMENT ASSISTANT PERMIT

AUTHORIZATION

The Child Development Assistant Permit authorizes the holder to care for and assist in the development and instruction of children in a child care and development program under the supervision of a Child Development Permit (CDP) Associate Teacher, CDP Teacher, CDP Master Teacher, CDP Site Supervisor, or CDP Program Director, or holders of equivalent permits issued under previous regulations.

REQUIREMENTS

Option 1
Completion of six semester units of early childhood education or child development course work

Option 2
Completion of an accredited Home Economics and Related Occupations (HERO) or Regional Occupation Program (ROP) in Child Development Related Occupations.

TERM AND RENEWAL

The Child Development Assistant Permit is issued for five years and is renewable for successive five-year periods. Renewal requires completion of 105 hours of professional growth.

CHILD DEVELOPMENT ASSOCIATE TEACHER PERMIT

AUTHORIZATION

A Child Development Associate Teacher Permit authorizes the holder to provide service in the care, development, and instruction of children in a child care and development program, and supervise a Child Development Assistant Permit holder.

REQUIREMENT'S

Option 1 [both of (a) and (b) below]
a) Completion of a minimum of twelve semester units of course work in early childhood education/child development (exclusive of field work) including at least one course in each of the following core areas:
b)Fifty days of experience in an instructional capacity in a child care and development program, working at least three hours per day within the last two years. (Experience may include paid and/or volunteer work.)

TERM AND RENEWAL

A Child Development Associate Teacher Permit is issued for five years and may only be renewed once. in order to renew the Child Development Associate Teacher Permit, the applicant must complete at least fifteen semester units toward the Child Development Teacher Permit. At the end of the ten year period, the applicant must meet all requirements for a Child Development Teacher Permit.

CHILD DEVELOPMENT TEACHER PERMIT

AUTHORIZATION

A Child Development Teacher Permit authorizes the holder to provide service in the care, development, and instruction of children in a child development program, and supervise a Child Development Permit Associate Teacher, a Child Development Permit Assistant, and an aide.

REQUIREMENTS

Option 1 [all of (a), (b) and (c) below]
a) Completion of twenty-four semester units of course work in early childhood education/child development including at least one course in each of the following core areas:
Either of the following may be used to partially meet the twenty-four semester units requirement:

1. A two- or three-semester unit supervised field work course, including both the field and course work components, may be used toward. the required twenty-four early childhood education/child development semester units, but the same field work course may not be used to meet the experience requirement, OR

2. Successful completion of the Child Development Associate (CDA) Credential, which may be used for nine semester units of credit toward the required twenty-four semester units. b) Completion of 175 days of experience in an instructional capacity in a child care and development program, working at least three hours per day within the last four years. (Experience may include paid and/or volunteer work)

c) Sixteen diversified semester units in general education (i.e., at least one course in each of the following areas: Humanities and/or Fine Arts, Social Sciences, Math and/or Science, and English/Language Arts).

Option 2
Completion of an Associate of Arts degree or higher in early childhood education or child development or a related field, with a three semester unit supervised field experience in an early childhood education setting.

The Child Development Teacher Permit is issued for five years and is renewable for successive five-year periods. Renewal requires completion of 105 hours of professional growth.

CHILD DEVELOPMENT MASTER TEACHER PERMIT

AUTHORIZATION

A Child Development Master Teacher Permit authorizes the holder to provide service in the care, development, and instruction of children in a child care and development program, and supervise a Child Development Permit Teacher, a Child Development Permit Associate Teacher, a Child Development Permit Assistant, and an aide. A Child Development Master Teacher Permit also authorizes the holder to serve as a coordinator of curriculum and staff development in a child care and development program.

REQUIREMENTS

Option 1 [All of (a) through (e) below]
a) Completion of twenty-four semester units of course work in early childhood education/child development including at least one course in each of the following core areas:
Either of the following may be used to partially meet the twenty-four semester units requirement:

1. A two- or three-semester unit supervised field work course, including both the field and course work components, may be used toward the required twenty-four early childhood education/child development semester units, but the same field work course may not be used to meet the experience requirement, OR

2. Successful completion of the Child Development Associate (CDA) Credential, which may be used for nine semester units of credit toward the required twenty-four semester units. b) Completion of sixteen semester units in general education (i.e., at least one course in each of the following areas: Humanities and/or Fine Arts, Social Sciences, Math and/or Science, and English/Language Arts).

1. Infant and toddler care;
2. Bilingual and bicultural development;

CHILD DEVELOPMENT SITE SUPERVISOR PERMIT

AUTHORIZATION

A Child Development Site Supervisor permit authorizes the holder to supervise a child care and development program operating at a single site, provide service in the care, development, and instruction of children in a child care and development program, and serve as a coordinator of curriculum and staff development in a child care and development program.

REQUIREMENTS

Option 1 [All of (a) through (e) below]
a ) Completion of an Associate of Arts degree or 60 semester units.

b) Completion of twenty-four semester units of course work in early childhood education/child development including at least one course in each of the following core areas:

Either of the following may be used to partially meet the twenty-four semester units requirement:

1.A two- or three-semester unit supervised field work course, including both the field and course work components, may be used toward the required twenty-four early childhood education/child development semester units, but the same field work course may not be used to meet the experience requirement.

2. Successful completion of the Child Development Associate (CDA) Credential, which may be used for nine semester units of credit toward the required twenty-four semester units. (For information about the CDA Credential contact the Council for Early Childhood Professional Recognition at 1-800-424-4310)

c) Completion of six additional semester units of course work in the administration and supervision of child care and development programs. These six units must include at least two different courses. One course shall be introductory and one course shall be advanced, or they must be courses of different topical content.

A Child Development Program Director Permit authorizes the holder to supervise a child care and development program operated in a single or multiple sites, provide service in the care, development, and instruction of children in a child care and development program, and serve as a coordinator of curriculum and staff development in a child care and development program.

REQUIREMENTS

Option 1 [all of (a) through (w) below]
a ) Completion of a baccalaureate degree.

b) Completion of twenty-four semester units of course work in early childhood education/child development including at least one course in each of the following core areas:
Either of the following may be used to partially meet the twenty-four semester units requirement:

1. A two- or three-semester unit supervised field work course, including both the field and course work components, may be used toward the required twenty-four early childhood education/child development semester units, but the same field work course may not be used to meet the experience requirement.

2. Successful completion of the Child Development Associate (CDA) Credential, which way be used for nine semester units of credit toward the required twenty-four semester units.   3. This permit level is optional and may be used at the discretion of the employer.
  4. Professional growth activities (105 clock hours) are required for renewal of the Child Development Permit.
Children's Center Supervision Permit (Individuals who have been employed as a site supervisor in a Child Development Program overseen by the Department of Education under the alternative employment options found in Education Code §8208(z) may need to take additional course work to qualify for the Site Supervisor Permit.)
