          INTRODUCTION

 

 

 

EXCHANGES:  

 

Between April 14 and April 30, 2000 I traveled to Argentina and met with appropriate administrators at the universities listed on the previous page.  I also met for two hours with the Mayor and his staff in Rafaela, Santa Fe. In the following pages I will recommend student and faculty exchanges with eight of the nine schools I visited.  I gave the administrators that I contacted copies of SDSU’s undergraduate catalog and sample copies of the general, student and faculty exchange agreements provided me by the Office of International Programs.

 

 

 

SPRING SEMESTER IN CÓRDOBA:

 

Although a wonderful site for a spring semester program, the Argentine school calendar is not compatible with ours, since students would start the spring semester (their fall semester) in late March and finish toward the end of July.  I am very doubtful that our students would be attracted to such a schedule, since many or most of them need to work during the summer to help subsidize their trip.  I am recommending that we continue our semester program in Spain,  not at the University of Salamanca, but rather at the University where we have our summer courses (Antonio de Nebrija-Madrid).  I have initiated arrangements for the spring semester, 2001 at that site and have recruited faculty to run that program.

 

 

 

INTERNSHIPS:

 

Numerous internships are now (immediately) available to SDSU students in the Buenos Aires area.  They will be arranged in conjunction with the Test Master Center and the Universidad Fundación Federal de Estudios Superiores in Buenos Aires.  Most of these internships are in business contexts or in teaching (e.g. ESL) situations.  Interested students should contact me at any time for application forms and procedures for applying.

My first stop in Buenos Aires was with the Directors of the Test Master Center.  We discussed the availability of Internships for SDSU students through a couple of business organizations as well as the Universidad Fundación Federal de Estudios Superiores.

 

These internships are not paid but interns are given either room and board or $400 to cover housing and food plus $100 pocket money per month. Extra expenses depend on each individual but a minimum of $50 per week is suggested. Transportation to and from Argentina and to the point of the internship is paid by the intern.

 

The program is continuing and applications may be made for any time from March 1 through December 15; the minimum time is two months. An application fee of $250, returnable only if placement is not made, must accompany the application form and upon assignment a one-time administration fee of $350 for two to four month placements and $550 for longer placements,  must be submitted as confirmation.

 

Some of the fields available:  teaching English as a second language, hospitality management, tourism, import-export, general office work, public sector positions, universities, the petroleum industry, etc. Most of the positions are outside of Buenos Aires and will provide a unique opportunity to become acquainted with parts of Argentina seldom seen by tourists.

 

Intermediate Spanish skills must be certified by a Spanish language department. A two-page statement of purpose, written in Spanish describing his/her experiences and expectations, and a short resume listing any work experience must be submitted with the application. Four or five photographs, at least one full face, should also be included.

 

Upon completion of the program the student will receive a letter from the employer. In many cases, students will have the opportunity to study at local universities in their spare time. They will also be expected to write a report of at least 10 pages fully describing their experience.

I met for over two hours with the above listed administrators at this university.  They are highly interested in pursuing an exchange agreement and are looking forward to hearing from SDSU to finalize such an accord.

 

One hour by auto on the autopista or by train (they have their own train station), the National University of Lujan will offer our students a wide area of course work in numerous departments.  The campus is in a rural setting and houses numerous faculties from the sciences to Engineering and the liberal arts.

 

A catalog of courses and opportunities is available in my office and can be made available to International Programs.

The University of Buenos Aires is a very large university with schools (facultades) all over the city of Buenos Aires.  Each of the schools is autonomous as far as setting up exchange agreements.  Negotiating with separate schools and personnel with political considerations taken into account would be a nightmarish and difficult task to accomplish.  I do not recommend establishing relations with the University at this time, since I see the possibilities of coming up with a common accord remote at best.

The University of San Andrés is a wonderful, relatively new private university (begun by the Presbyterian church-but with no religious curriculum or requirements) located a half hour by train to the north-west of Buenos Aires in the wealthy/elegant suburb of Victoria.  It has a top-notch faculty (60% Ph.D.’s, 44% full-time), an advanced library and communications system and its new campus is in a wonderful location. 

 

Majors and hence course work tend toward business: Business Administration, Economics, Accounting, International Relations, Political Science and Communications.  A program in Spanish as a foreign language is also offered.

 

Master’s programs in Business law, Economics, Marketing, Public Administration Finance and History make this school a good choice for graduate exchanges.  Catalogs and Major brochures are available in my office. The university is very interested in establishing exchanges.  My meeting with the International Programs staff was most positive and cordial. They suggested that it would be nice for a regular student to enroll there just to see if it would be a viable choice for SDSU students.  I recommend we pursue the exchange agreement.

The Fundación Federal de Estudios Superiores is the new university segment of the long-standing College de Estudios Superiores de Buenos Aires.  It is in the process of finalization of accreditation for its newest programs, all of which should receive final accreditation by the end of the year.  This university offers excellent programs in Law, Medicine, Psychology, Nutrition, Kinesiology, Business Administration, Information Systems, Environmental Sciences, Hotel

Administration, Tourism, Advertising and Journalism.  Dr. Busnelli is in charge of the Proyecto Universitario which is finalizing the B.A. and Masters programs accreditation.  The school is 31 years old and the new buildings house the latest in technology and equipment, along with a fine library and laboratories.  It also boasts a top caliber faculty, most of whom have Ph.D.’s.  They have a satellite campus in Santa Fe which provides provincial opportunities for our students, as well..  My meeting with Dr. Busnelli was very positive.  He is looking forward to making contact with SDSU and setting up a formal exchange.  Descriptions of the programs and University are available in my office.

Located in the Capitol of the province of the same name, the University of Córdoba is the second largest university in Argentina.  It offers course work and programs in all of the traditional academic areas.  They are extremely enthusiastic about setting up a general exchange as well as a special exchange with the School of Languages.  A major research university, the faculty are outstanding.  They invited me to read a paper and also to give a special workshop in Cultural Semantics and the classroom.  Their faculty and students received me very warmly.  (In fact I am still on “a high” from the wonderful reception I received not only here, but at all of my visits.)

 

They took the sample agreement copies and immediately studied them and translated them, making some minor changes in requirements (in bold on the attached copies.) 

 

I was planning to set up a semester abroad program here for SDSU students.  It is an excellent university, ideal location and well-suited to receive our students.  Their fall semester (our spring semester), however, does not begin until late March, lasting until the end of July, a time period that would not be conducive to good enrollment in a spring semester program.  I decided that it would not be productive to pursue such a program in Argentina.

 

I recommend that contact be made A.S.A.P. with the University of Córdoba to set up exchanges.  Take into consideration their suggestions in bold on the attached translation/re-formulation of our sample contracts.

RAFAELA

Argentina’s Sweet Little Secret

 

 

Rafaela is a small city in the Province of Santa Fe, with a population of around 100,000.  Despite its size, it is a major academic center with numerous public and private universities, some of which are branch campuses of Nacional Universities.

 

The city welcomed me with great fanfare, including a two hour meeting and tour with its very distinguished mayor (Intendente Ricardo Peirone).  During my stay I gave a talk to faculty and students at the local teacher’s college and met officially with administrators from three of the more prominent universities there. The infrastructure for receiving and hosting foreign students is well in place and these school are eager to take the next step in establishing formal exchange programs.

 

Like many universities in Argentina, the schools here have substantial contact with European Universities, but little or no contact with American schools.  They are all very excited about finally making contact with the U.S. and especially SDSU.

This is the provincial campus of a highly acclaimed Buenos Aires university.  They boast of top-notch programs in International Commerce, Commercialization, Human Resources, Social Communications with emphasis in Journalism and Advertising, Clinical Psychology and Marketing.  They look forward to setting up exchanges with S.D.S.U.

The Rafaela campus (one of four campuses) is relatively new and offers course work in a variety of areas, from Applied Mathematics to Law, Political Science, Sociology, International Relations, Business Administration, Accounting education, Psychology, with graduate programs in Business, Communications and Law.  The faculty and campus are relatively new and are leaders in Distance Learning programs.  A very personal experience with a small student body.

A slight departure from the traditional academic programs, this Technological Institute would offer SDSU students experiences and course work in Electrical and Mechanical Engineering, as well as Civil and Industrial Engineering.  Related course work is offered in Mathematics and physics. 

 

This is a small campus of 600 students that has its own radio station.  Although not for the average SDSU student, students in Engineering could profit greatly through an exchange with this University.

One of Argentina’s outstanding Teacher’s Universities offers course work and teaching degrees in all of the traditional curricula, with special emphasis on Languages and Literatures.  For Students going into education, this is the ideal campus to work with the best and brightest of Argentina’s teaching profession.  They are sending me a packet with catalog, etc.  I will update this section when it arrives.  I gave a two hour talk here and have to say that the faculty and students are absolutely brilliant.  I personally would enjoy doing a short faculty exchange here.
